This cheeky little title is actually a simple tower defense game - players place stationary "submarines" with various types of weapons to destroy blobs of oil before they reach the surface, released by the explosion of a "DP" (who could that be referring to?) oil platform.
The rather spartan game doesn't have any unique, or even particularly fun gameplay - the real draw seems to be from the funny little news ticker which scrolls headlines across the screen a la CNN Headline News. While claiming that any name or organization in the game is in any way connected with real life entities, they are obviously poking fun at BP and some political personalities.

If you are a tower defense junkie you are probably not going to enjoy this game, but for less than the price of a cup of coffee you may find a few chuckles here and there. It will be interesting to see if BP files suit against Super Boise, the developers of Crisis in the Gulf. It seems that is only a matter of time, though it remains to be seen if such a lawsuit will stick as well as BP crude oil to a seabird's feathers.
