New Photo For JIGSAW Shows People With Buckets On Their Heads?

So a picture is popping up in the EW for SDCC for the Saw followup Jigsaw, and it's pretty odd. Check out the photo (via Bloody Disgusting) below to see a bunch of people chained up with buckets on their heads...

So the buckets don't appear all that scary, but I guess it's the giant chains they should all be worried about. What's at the other end? A pulley system? A heavy weight dangling from a cliff? More people? Hopefully, we'll get more answers sooner than later. Jigsaw is set for release October 27th.
