Maybe Batman isn't the most Effective Superhero for Gotham City

I guess if you really think about it, Batman may not be a very effective superhero for Gotham City. Sure he may be a completely awesome badass, but are the choices that he's made to protect Gotham the right ones? Maybe putting on that bat costume and driving around Gotham in a Batmobile trying to fight crime is actually doing more harm than good.
